The top photo was documenting a chimney spewing black smoke that is just a few feet from one of our windows. It's pretty awful and I've made a bunch of phone calls over the years trying to get them to clean their chimney. It is a difficult complaint to find someone to pay attention. EPA doesn't respond, at all, ever, and the fire department gets mad when you call them about things like this, even though it is smoke-related. They do, however, seem to file the proper complaints, as this particular chimney hasn't been quite so bad in recent years.
Also, in case you were wondering, there is absolutely no way to phone the fire department and have a conversation with someone. The ONLY way is to call 911, which is why they get mad when it's not an emergency, and why on "Rescue Me" they are always getting calls on their pay phone.
